Broad late polling movement and Ciro Gomes’s campaign restrictions favor the incumbent, so an Elmano de Freitas victory is likely.

The public polling is genuinely conflicted: Paraná, Datafolha, and Quaest have shown Ciro narrowly ahead, while AtlasIntel and Real Time Big Data put Elmano in front. Elmano nevertheless enters the final stretch with movement in his direction across five polling series, majority approval, and expanded broadcast time after a ruling weakened Ciro’s coalition. Those advantages make Elmano likely to win, with meaningful uncertainty because security anxiety, higher rejection, and Ciro’s strength around Fortaleza could still decide a close race.

Points to YES

Late movement across every major polling series favors Elmano, even though their toplines still disagree.
By September 27, five polling series conducted during September had each recorded nominal movement toward Elmano relative to Ciro.
Majority approval gives Elmano a strong incumbent foundation for converting late momentum into votes.
Datafolha polling conducted September 22–24 found that 55% approved of Elmano’s administration and 38% disapproved.
A late court-driven redistribution of broadcast time gives Elmano more reach while restricting Ciro’s closing campaign.
On September 29, election authorities expanded Elmano’s television and radio block to 5 minutes 48 seconds and reduced Ciro’s to 3 minutes 11 seconds.

Points to NO

The contest remains extremely close, with several prominent surveys still placing Ciro slightly ahead.
On September 29, the latest Datafolha, AtlasIntel, and Quaest results were described as statistical ties within their margins of error.
Elmano’s higher rejection creates vulnerability in both a close first round and a possible runoff.
Datafolha polling conducted September 22–24 measured Elmano’s rejection at 34%, compared with 29% for Ciro.
