Reports of low-rate pumping and resumed Yanbu loadings indicate operations have restarted, so a qualifying Saudi government announcement by the deadline is likely.

Multiple reports indicate low-rate pumping, a pipeline ramp-up, and renewed Yanbu loadings, making government confirmation the most plausible next step. The evidence still falls short of the literal rule because Saudi Aramco had not confirmed a restart as of September 23, while third-party reports do not qualify. Full restoration may take weeks, but reduced-capacity operation is enough and leaves time for an official acknowledgment.

Points to YES

Multiple informed sources reported that the pipeline had restarted at a low pumping rate.
On September 22, three sources briefed on the matter said operations had restarted, with two reporting low-rate pumping.
Renewed Yanbu loadings provide physical evidence consistent with restored pipeline flows.
On September 23, satellite imagery indicated that oil loadings had resumed at the Yanbu south terminal.
Pressure-building showed that an active restart process was underway rather than merely planned.
On September 22, Saudi Arabia was reportedly building pipeline pressure and targeting meaningful flows by September 26.

Points to NO

Saudi Aramco had not confirmed the restart, leaving the required official acknowledgment absent.
As of September 23, Saudi Aramco had not confirmed that the East-West pipeline had restarted.
Long repair estimates leave meaningful risk of setbacks, although full capacity is unnecessary for resolution.
On September 22, a security source assessed that a full restart would take six to eight weeks.
