Ciro Gomes holds a durable double-digit polling lead and strong coalition backing, so he is favored to win the Ceará governorship.

Ciro Gomes is favored to win the Ceará governorship because he leads in every major first-round poll by 7–11 points, has locked in the PL's organizational support, and faces an incumbent with exceptionally high rejection. However, Elmano de Freitas retains approval ratings above 55%, runs second simulations closer than first-round figures suggest, and is about to receive an on-the-ground boost from President Lula, who commands strong loyalty in the state. The risk of a runoff reversal keeps the probability below likely territory, but Ciro's current structural advantages—rejection dynamics, a broad anti-PT coalition, and a polling cushion—make him the clear frontrunner with 16 days to go.

Points to YES

Ciro holds a comfortable first-round polling lead in multiple major polls, with Datafolha showing 47% vs 40% and Quaest 45% vs 34%.
Paraná Pesquisas (mid-September) gave Ciro 47.4% vs Elmano 39.9% in the first round.
Incumbent Elmano de Freitas has the highest rejection rate, limiting his upside even with high job approval.
Datafolha (mid-September) measured Elmano's rejection at 37%, the highest among candidates.
Ciro secured the PL machine and Bolsonaro's backing, bringing a large conservative voting bloc.
In July 2026, the PL party, with Jair Bolsonaro's endorsement, officially supported Ciro's campaign.

Points to NO

Second-round simulations are much tighter, reflecting Elmano's ability to consolidate anti-Ciro votes after the first round.
Real Time Big Data (mid-September) showed a technical tie in the second round: Elmano 48% vs Ciro 45%.
Lula's personal campaign push could narrow the race by transferring his popularity to Elmano.
President Lula plans to campaign for Elmano in Ceará next week, leveraging his near-70% performance in the state in 2022.
