The administration is intensifying pressure while both sides refuse to yield first, so an official U.S. announcement ending the Iranian naval blockade is a long shot.

Washington is publicly defending the blockade and tying relief to Iranian concessions, while Tehran refuses to reopen the Strait of Hormuz first. Diplomacy has produced no breakthrough, and President Trump expects an agreement only after the midterm elections, beyond the deadline. Iran’s rapid reciprocal proposal leaves a narrow route because an official suspension could be announced before implementation, but there is no sign Washington has accepted that sequence.

Points to NO

Washington continues to present the blockade as an active security tool rather than a policy ready for suspension.
On September 23, Secretary of State Marco Rubio said the United States had imposed the blockade and would continue defending shipping and keeping the Strait of Hormuz open.
The administration’s stated timeline places a broader agreement beyond the market window.
On September 22, President Trump said he expected an agreement with Iran after the November midterm elections.
Recent diplomacy has clarified entrenched positions without producing concessions or a breakthrough.
By September 25, New York contacts had produced no breakthrough, and an Iranian source said Iran offered no concessions from its public position.

Points to YES

Iran has offered a rapid reciprocal process that explicitly includes lifting the U.S. blockade.
On September 25, Iran proposed a seven-day process in which the United States would lift its naval blockade and the Strait of Hormuz would reopen.
The blockade has previously been relaxed as part of an agreement, showing that Washington can use it as a negotiable lever.
On July 28, President Trump said the United States had previously opened the blockade while a deal was in place and reinstated it after Iran broke the deal.
